Dr David Passarelli is Director of UN University’s Center for Policy Research since 2020, where he has overall responsibility for the direction and administration of the Centre’s research. He led the Secretariat of the UN Secretary-General’s High-Level Advisory Board on Effective Multilateralism from 2022-2023 and currently directs UNU-CPR’s three-year Global Governance Innovation initiative (2025-2027). He also serves as UNU’s representative to the UN High-Level Committee on Programmes. His research has been commissioned by UNICEF, UNEP, UNDCO, and by several governments including the UK Ministry of Defence and the German Federal Ministry for Economic Cooperation and Development. His publications and policy advisory work focus on global governance and multilateral cooperation, international development, data governance and foresight. He has also published in the fields of migration and development economics. He is a Director on the Board of the Academic Council on the United Nations System (ACUNS) and a member of the British Academy and Carnegie Endowment for International Peace multi-year international policy programme on Global (Dis)Order. He holds a Doctorate in International Development from the University of Oxford.
