Mona Ali Khalil
Director
Mona Ali Khalil is the Founder and Director of MAK LAW INTERNATIONAL and an Affiliate of the Harvard Law School Program on International Law and Armed Conflict. She has more than 30 years of experience in the United Nations system, including as a Senior Legal Officer in the UN Office of the Legal Counsel and in the IAEA Office of Legal Affairs. She has a unique combination of expertise at the intersection of international law and international security including peacekeeping, peace enforcement, counter-terrorism and WMD disarmament. She has appeared before the International Court of Justice; advised the Rome Conference on the Establishment of the International Criminal Court and served on several special assignments involving the armed conflicts in Iraq, Libya and Syria. She is the co-editor of Empowering the UN Security Council: Reforms to Address Modern Threats (Oxford University Press 2024) and co-author of Reinvigorating the United Nations (Routledge 2024), the UN Security Council Conflict Management Handbook (AGDA 2023), The Future of Diplomacy After COVID-19 (Routledge 2021) and Protection of Civilians (Oxford University Press 2016). She lectures regularly at the Vienna Diplomatic Academy and School of International Studies. She has an AB in Government and an AM in Middle East Studies from Harvard University as well as an MS in Foreign Service and a Juris Doctorate from Georgetown University.
