Background
Trained as an international economist, I first worked in the European Commission (Brussels) and in The Economist Intelligence Unit (London), following which I had a long and varied career in the United Nations with assignments on different continents. From 2006 until 2009, I was Deputy Executive Director of the International Trade Centre, Geneva, overseeing policy and programmes. I am now Senior Fellow of the Ralph Bunche Institute in New York; founder and co-Director of the Future UN Development System (FUNDS) Project; and visiting lecturer at the Graduate Institute for International and Development Studies, Geneva.

I have been on two field assignments as UN resident coordinator. I was appointed to Ukraine from 1992 to 1996 as the first UN Representative there, and to Rwanda from 1998 to 1999, concurrently as UN Humanitarian Coordinator. During my headquarters assignments in New York with UNDP, I was Director for Poverty and Social Policy (and Chair of the UN system poverty working group); and focal point for the UN Summit on Financing for Development (FFD).

Much of my career has also been spent on technical assistance operations. I have written and edited several books on the UN and development cooperation and many chapters and articles on various development topics.
