General Mangum is an accomplished senior leader with over 35 years of combined civilian and military experience in positions of increasing leadership responsibility. He is expert in international relations, having advised several national governments on systemic improvements in national strategic development, military and justice systems including counter-terrorism and infrastructure protection. He has an action-driven leadership style that promotes team building and encourages innovative thinking by subordinates and peers, yet he interacts comfortably with diplomats, government and business leaders in senior international circles. He is a subject matter expert in developing, planning and executing novel solutions to tough governance issues that result in substantial and sustainable performance gains and then training personnel for complex security, humanitarian, social, and political missions in joint, Inter-agency, and multinational environments. He is an expert in planning and executing complex operations in complex and changing environments. He is an accomplished author of books, chapters and articles and makes numerous seminar and speaking presentations before national and international audiences. He has experience in developing new business and program funding. He ended his military career as Theater Component Special Operations Commanding General in the Republic of Korea and in his civilian legal career he founded a nationally recognized law firm, representing clients before federal and state courts and administrative agencies, in complex and challenging litigation. He has traveled extensively to over 65 countries and speaks several languages. He maintains a current Top Secret clearance and has had SCI access.
