“Juveniles in Prison: Developments in the Austrian Juvenile Justice System since 2013”
(Original German title: “Jugendliche im Gefängnis: Entwicklungen im österreichischen Jugendstrafvollzug von 2013 bis heute”)
In 2013 a 14-year-old boy, who was being held on remand in an Austrian prison, was sexually assaulted by three other inmates. This event brought media attention to the deplorable situation of juvenile delinquents and led to the acknowledgement of the immediate need for change by the Ministry of Justice and the establishment of a Task Force. Consequent actions were taken to initiate counselling sessions to seek alternatives to detention and a general discussion about legislative reform and lowering the numbers of young people in closed institutions. In 2015 important legislative reforms were adopted and came into force in 2016.
The publication reviews the various actions taken with a critical eye, featuring voices from high-level officials, practitioners, academics and politicians. It assesses the effective results of the promised changes and offers a forum for innovative ideas to improve the situation of juvenile delinquents in the Austrian system.
